Galveston County adds a layer that inland builders don’t have to think about: windstorm-rated construction. Here’s what realistically goes into the number, and how Bilmar Homes prices two very different ways to build.

What Custom Home Construction Costs in the Houston / Gulf Coast Area

Costs vary a lot by lot, finishes, and design complexity, but a few data points give a useful range. Houston-area construction has recently run about $150–$200 per square foot on average — a typical 2,500 sq. ft. home landing around $375,000–$500,000 — with smaller homes running higher per square foot ($180–$220) and larger homes running lower ($130–$170) simply because fixed costs spread across more space. Fully custom design work typically adds 20–50% over a standard plan. Zooming out to Texas as a whole, one 2026 regional guide puts basic/production homes at $130–$185/sq. ft., mid-grade homes with upgraded finishes at $180–$260/sq. ft., and full custom or luxury homes at $300–$600+/sq. ft. — with Houston specifically called out as running $185–$330/sq. ft., higher than some inland Texas markets partly because of coastal building codes. The honest takeaway is that a real number still depends on your lot, your plan, and your finish selections, which is exactly why we build two different ways at different price points (below).

Coastal Building Adds a Cost Most Inland Builders Don’t Deal With

Homes in Galveston and Brazoria County generally need to meet windstorm building code requirements to qualify for windstorm insurance through the Texas Windstorm Insurance Association (TWIA) — verified today through a Certificate of Compliance, commonly still called a WPI-8, administered by the Texas Department of Insurance. Skip it, and a coastal home can be difficult or impossible to insure properly. This isn’t optional at Bilmar — every home we build is WPI-8 windstorm certified as standard, not an upgrade. It’s worth asking any builder you’re comparing whether that’s included or added on, because it affects both your final cost and your ability to insure the home once it’s built.
